Progress Through the Legislative Process
McCray Messenger
February 2017
As we rapidly move through this legislative session I am reminded that, at times, the pace of progress is only as fast as the legislative process. Each of the bills I have submitted are making progress and I want to use this blog to give you an update on the status of those bills as well as provide some updates from around the district.
My Bills
House Bill 167 is a bill that I have submitted in collaboration with Baltimore City Councilwoman Shannon Sneed. It is designed to restore authority to local jurisdictions, allowing them to create residency requirements for “at-will” employees in a supervisory capacity. For example, if the City of Baltimore wanted high ranking officers serving the Police Commissioner, like the Colonel or Lieutenant Colonel, to live in the City, this bill would grant them that authority. Local jurisdictions around the state currently do not have that authority. This bill received a favorable vote in committee and is waiting to be addressed by the full House of Delegates.
House Bill 76 was voted on and approved by the Baltimore City Delegation, the Appropriations Committee, and the full House of Delegates. The bill is now over in the Senate waiting for a vote in that body.
House Bill 44 was given a favorable report by the Environment and Transportation Committee then approved by the full House of Delegates. This bill is also in the Senate waiting for a vote.
The remaining bills that I have submitted have received hearing dates in various committees, all of which can be found here. Alternatively, I will continue to give updates on their progress as the session moves forward.
Delegate Scholarship
The 2017 Delegate Scholarship application process is open and available to any resident of the 45th Legislative District who is currently enrolled, or will be enrolled in a post-secondary education program. For more information or to receive an application, please send my office an email at cory.mccray@house.state.md.us.
Back in the District
The next Conversations with Cory is scheduled for Saturday, February, 25. We will have an opportunity to discuss this legislative session and any other matters that are of concern to our district, either at the neighborhood level, the district level, or the state level.
The last Conversations with Cory event was very successful, with strong turnout and a very engaging conversation amongst neighbors. I also extend a special thank you to Dr. Santelises who came out and shared her vision of the future of Baltimore City Public Schools.
In a true example of engagement turning to action, Banner Neighborhoods, Inc., reached out to my office regarding benches at the Tench Tilghman playground that were incomplete and needed to be installed. In response, I reached out to my friends with the Carpenter’s Union, who graciously installed the benches last week. It is examples like these – examples of small victories –that give me great pride to be you delegate; listening to your concerns, then leveraging my relationships to get results for you.
Finally, I was on WBAL Radio discussing my recent Opinion Editorial that appeared on MarylandReporter.com and advocating for legislation that I have introduced this session. You can find more information about the radio show here, and the op-ed, here.
Listening. Learning. Leading.
